Introduction
SAIATU Foundation summons and organizes the 14th edition of the Paralympic Bira to be held in Biscay on May 1 and 2, 2010.
Bira is an event that year by year has found its own space in the international calendar and, at the same time enjoys of an unquestionable prestige which is evidenced by the high number and level of participation. The 2009 edition counted with the participation of 140 cyclists coming from 14 countries and 10 autonomous communities of the State, including six paralympic champions and most part nof the international elite.
The event’s format, the fact that it is open to all categories of disability as well as its sportsmanlike and competitive environment have placed it in the national and international competition calendar. This year it has been included in UCI international calendar, as a competition which grants points valid for the World Championships
Likewise, the fact of having 12 editions of Bira already celebrated - always in the same dates of the calendar – is a seriousness label quite appreciated by the athletes, who find in this event a starting point of their international calendar.
The 2010 edition shall be part of the Basque Country Paracycling Circuit 2010, promoted by SAIATU in collaboration with the French Basque Country Cycling Club, Urt Velo 64, and the Adapted Sports Federations of the Basque Country Autonomous Community.
Modalities
The Biscay Bira of Paralympic Cycling is open to athletes (men and women) of the following modalities and categories.
- Bicycles: Categories C1, C2, C3, C4 and C5.
- Tricycles: T1 and T2.
- Handbikes: H1, H2 and H3.
- Tandems: B.

Competition Program
The Paracycling Bizkaiko Bira is composed by three stages, one in-line event and two time trials.

Classification regulations
Bira consists of four stages, and the winner is the one who achieves the shortest time in the total sum.
There shall be an absolute winner in each stage (yellow jersey) for the following modalities:
. Bicycles
. Tricycles
. Handbikes.
. Tandems.
Likewise, there shall be a winner for each of the following categories:
. Bicycles: Categories C1,C2,C3,C4 and C5.
. Tricycles: T1 and T2.
. Handbikes: H1, H2 and H3.
. Tandems: B.
After the last stage, there shall be a final classification with an absolute winner for each modality and one winner for each category and gender.
Men and women shall have differential partial and final classifications.

Registration
Registrations shall be submitted to Saiatu Foundation by April 23 (14:00 hours), this can be done via fax to 944 476 33 51, by email To SAIATU@SARENET.ES or filling out THIS FORM
Registration shall only be valid using the official forms and this must be typed or filled using print letters (in the cases where the data is not perfectly readable, registration shall be considered null), providing the requested data very clearly.
Althoug the registration requests do not require the presentation of the medical evaluation card issued by a doctor accreditted by the National Medical Commission or the updated Federation's Licence, both original documents must be presented during the withdrawal of numbers.
After the closing date, no registration shall be accepted.
Regulations
Anything related to the Event’s Regulation shall be based on the current Rules and Regulations of the Spanish Cycling Federation, the International Cycling Union and the International Federations of Adapted Sports.

COMPETITION CONTROL.
The competition shall be controlled by a Technical Jury The Basque Federation of Adapted Sports shall name the president, who will be responsible for:
- Supervising the organization of the event so as to guarantee the appropriate conditions.
- Checking the homologation of the competition materials.
- Approving the composition of the Jury of Appeal as well as being its president.
- Supervising the results and preparing the ranking of the Tour.
- Providing advise to the judges and time keepers in any technical question that could come out.
Judging
Competition control shall be responsibility of judges and officials of the Basque Cycling Federation.
Time keeping shall be carried out using electronic chips.
Judges shall be provided with a photofinish system.
Competition Committee.
This Committee shall be composed by the Competition’s Technical Director and a delegate of the Basque Cycling Federation.
They shall have the following responsibilities:
- Taking decisions on any question related to the competition of this Tour.
- Finding solutions to every appeal delivered:
. These appeals shall be delivered in written, using the official form.
. The appeal could be delivered up to 120 minutes after finishing the race or after occurring the incident.
. Appeals shall be delivered to the Technical Jury.
In this regard, the Organizers shall respect any decision taken by the International Cycling Union, complying with any demand.

Medical Services
The different races included in the Bira shall have hired medical services and ambulances according to the regulations of the Basque Cycling Federation.
The medical assistance shall only be performed by the sanitary personnel hired by the event's rganization.
Technical Room
The Organizers shall provide an appropriate room for the Technical Jury equipped with the necessary logistics for the performance of their tasks.
AUXILIARY AND CONTROL VEHICLES.
The Organization shall provide all the necessary neutral cars for the good development of the race.
Likewise, there will be at least two specially adapted vehicles available for the access of people with mobility disability in order to assist retired athletes.
The sag wagon shall also be an adapted vehicle.
The Organization shall provide as many vehicles as necessary for the Technical Jury to carry out its functions, including at least two motorcycles.
Accomodation
The organizers shall cover the lodging and feeding expenses (full-board) for all participants with UCI license in BILBAO LODGING (checking in on the evening of thursday 30, and checking out on May 3 at noon, for those registrations made before April 15.
LOCATION OF BILBAO LODGINGThe Organizers shall cover the expenses (lodging and breakfast) for those participants with UCI license who preffer to be lodged in the hotel arranged by the organization.
